Ports Planning Authority

According to article 159 of Law 4635/2019, HRADF acts as a Planning Authority, as defined by the environmental legislation (B ́1225/2006), for the Piraeus Port Authority, the Thessaloniki Port Authority, as well as for the 10 regional ports in its portfolio, including the activities that will be sub-concessed to Investors in accordance with Law 4597/2019. The role of HRADF as a Planning Authority includes, for each of these ports, the following:

  • Joined development of the strategic port planning and operations
  • Co-ordination of the consultation process on the Strategic Environmental Impact Assessment Study (SEIA).
  • Active involvement in the approval of the master plan, the approval of investments and of the environmental terms.
  • Definition of the land uses and construction rules.
  • Preparation of the Presidential Decree (PD)

Appointed by Ministerial Order, HRADF may assume the role of the Planning Authority for ports infrastructure outside its portfolio and provide support and know-how to the Ministry of Maritime Affairs, as well as to the port authorities.

Through its long-term gained expertise on environmental licensing of large-scale investments, as well as the acquired know-how and familiarity with public-sector procedures, the Fund – as Ports Planning Authority – aims at the essential development of the country’s ports infrastructure and the promotion of investments with a positive footprint for local communities and which will improve the existing facilities and create new jobs.
